Before pulling the plug, the inane number of technical issues was overwhelming at times.

Anyways, I do hope you enjoy the game as is, I'll be back after another iteration, hopefully it greatly improves.

GGG already developed Act 4-6 (not cruel 1-3), but they don't released it in the first EA circle and they stated why.

What were the promises they broke?

You are just trash-talking GGG without any basis so far. Do you have any knowledge of the contract between GGG and Tencent? Obviously, we don't have access to the entire thing, but there are a few things we know.
GGG still has the decision-making power regarding developing "Path of Exile 1 & 2", which was one of the basic conditions. While Tencent was granted more control over the client in China, GGG was allowed to retain full control of the Western (non-Chinese) version.

Technical issues are totally normal before the "full release version". You know, especially on PC the optimisation is really difficult because of the amount of shaders they need to keep in mind and many other things.
Furthermore, optimisation is ALWAYS the last step of development, so we haven't entered the phase atm. They only fixed major problems for now and as stated, many problems were caused by Nvidia which were tackled with an update by GGG and Nvidia.
