+ level to skills is horrible

+skills is lazy design that diablo 4 used. Enough said.
I think it's enough to reduce the scaling of all melee and ranged gems (don't forget the base one), and move the corresponding power to the weapon base itself to slightly increase the importance of higher-level weapons.
Just don't give any player power on gear, it's bad design. Characters should just scale with character levels only.

It's the same argument as movespeed boots, it's like the difference between 30% and 35% movespeed. It's a min-max thing. Missing one gem level isn't going to make or break your build.

People have been arguing for inherent movespeed on boots for forever.

You didn't play in 0.3 if you think getting a weapon with gem level is a "min max thing". I'm not even going to mention the rest of the gear

They did it better in POE 1. You could get some levels, but nothing crazy, and items without them could also be useful.

In POE 2 if an item that can have them doesn't have them it's basically useless; you're sabotaging your build if you don't have those.

GGG should either do it like in POE 1, remove them completely, or only allow them on the top end of item bases. Having them on the top of the top item bases would make sense since that's when you consider your build "finished".
Either way, as it is now it's annoying because you ignore every item that doesn't have "free" damage.
i don't think +level is a horrible thing, it's got some issues though

assuming it's around 10% more base damage per +1 level, it's not build breaking to miss out on one or two, but for a spellcaster there's 10 to catch in all on just basic modifiers and that's a lot.

early game is affected the most i think, you get +2/+3 wand in the shop and just spam exalt and that's probably it until maps. that was my journey this league. currently using +4 i found in a T1 map, didn't find a single perfect sorcery essence until T15, single +5 until 90s - still working to craft something out of it. if the game is balanced around having this, these should be slightly more common

+3 on amulet is rare and in SSF there's a high chance you'll be stuck with mediocre other modifiers for the rest of the league. for that reason i don't think making these modifiers even more rare would be enjoyable

+2 on focus is top tier now and, if database websites are to be trusted, it's level 41?! meaning i have to use lowest tier augments to try crafting it. i found exactly one of those and i'm using it.

in the current state personally i would like to be able to find T2 versions of +gem level mods more frequently, because assuming bad luck that's already -3 to gem level compared to the meta, and since perfect sorcery is only allowing you to climb to the floor level, it shouldn't be as rare as it is.
