If there was a way to adjust drop rate based on kill speed and exp adjusted to kill speed this would not be an issue and would not cause imbalance in economy.
Wait so, people metagaming the speed of their character is bad, but people metagaming intentionally killing the things on their screen slower is good?
What kind of gameplay loop would that create? You sit and dodge a monster forever to get max rewards? That sounds awful.
Speed is the ultimate playing field. There is no way to cheat speed. More efficient = better.
Why would it be any other way? So that worse players feel they are missing out on less? Then what's the point of being better? What's the point of making a strong character if it's all the same?
Ok someone needs a pat on the back or maybe a hug (there there buddy its ok)

You must work for the design team, sorry, can you bring it up in the next meeting that your are so experienced in game development that any other idea will just not do unless you say so.

Dunno, you should ask the guy who wants them. I don't use the bloody thing, and that's the problem. Nobody uses all the skills. All we can do is give our feedback on the skills we do use.

I am pointing out the obvious flaw in your suggested changes.
People will just metagame the opposite way. You will still be "slower" than them at the new thing. If you make the game more rewarding for being slower, people will find ways to do it better than you still.
It is also not a fun mechanic, to intentionally slow yourself down.

Here's a fun fact, my fave skill from crossbows both visually, and thematically is Plasma Blast. Yet, I can't really use it due to the systematic problems the game has.
That is actually a great start on some positive feedback. Give Plasma Blast some better QOL buffs so it feels good to use.
And how does that QOL buff look like for you? Keep in mind, you're the one suggesting a QOL for it not me.

Don't you think this is unreasonable? If I eat a sandwich and I don't like it, I don't have to explain every detail of why I don't like it. I can just say, "it wasn't very good." Now, a gourmet would provide a lot more details on why the sandwich wasn't very good. But you can't expect everyone to be a gourmet, can you? This is classic gatekeeping. "If you're not a gourmet, you don't belong here."

Ok stop dude, PoE2 is not a sandwich. It's a game with mechanics and such. To pace the combat, you need feedback on how it feels to play the thing. And by "play the thing" I mean the actual specific thing in the game that is getting changed from one thing to another. Not just the game in general. "Change the game in general" is just not feedback anyone can work with, or really even agree to.

Ok, go try it and tell me what you think about it and why it can't be used. You're clearly not playing anymore, just like me, so you surely can test some stuff instead on a character you already have probably.
I was going to point out how you didn't understand a damn thing of what I've said, but let's see what your take on that skill is first.

Anyway, as the bad faith actor you are, you won't be doing any testing, clearly. So I'll just proceed to my point instead.
When I said that that skill satisfied me "Visually, and thematically".. that includes it's charging time and animation for such. I also like Snipe quite a lot on bows for similar reasons. And Perfect Strike.
