Same. Balbala dropped no quest coin. I got a 52 level coin drop but I highly doubt it's the one I need to complete the quest. It's a generic one. I'm not sure if it's the same bug or a different one that causing the same thing, though. Because the original topic seems made in 8 December. In fact, maybe the item launches the quest in the wrong act if you loot it too early, try to advance in act3 cruel and that may be able to unlock you.
