Those Patch Notes are final, but it doesnt mean they wont make some quick changes.
Which means they're ..... wait for it ..... not final!
They are final because they wont post another patch notes for 3.6. But if you ask about final aka nothing will change, then NOTHING in PoE is final because GGG is constantly changing things.

The effective life using ES is going to be out of this world, and even with legacy Kaom's Heart you are not going to hit those 20k+ effective life using ES.
And the new leech change favors higher max ceiling as well. So if I have 7k life each hit can not leech more than 700 life, when I can leech 2500 ES in 1 hit due to my 25k ES.
This will probably lead to over nerf to ES again...
And no life flasks doesn't save you from 1 shot, 25k ES does.
Most people won't be hitting 15k ES let alone 25k ES, what's the point crying about 25k ES?

Its impossible to reach 15k ES on "normal build" w/o support/mana guardian. You would need to sacrifice a lot of damage for more ES which isnt the best way to make build. 9-10k ES is what you will get with very good gear on "normal build" (Occultist will get a little more)
