Stuck in Grand Phylactery L3 Vaal Temple

Playing solo, spammed the room with all manner of spells and still no enemies found, and Soul Core Infuser not interactable.

Portaled out, went back, found 1 (1) animal in the preceding room, killed it, and then the Soul Core Infuser became interactable.

Therefore I think what is happening is that some of the monsters required to unlock the room are sneaking outside the room and wandering around too much.
