what was confusing was the fact that you need to place the item on your inventory before you can socket something else, cannot socket if equipped

You need to fix your socketables to have no more than 1 of the limit: 1 socketables. You should be able to fix it by unequipping the item and replacing your duplicate socketable items from your inventory.

Hello,
I have in both weapon slots a staff with each ONE +spell-lvl rune. Like I understand the patch notes it isn't allowed to use more than one of that kind of rune in the same weapon.
Why I can only use one of my staves then? When I fill both weapon slots one of the staffs turns invalid "You cannot use this item. Its stats will be ignored"!
I am meeting all stat requirements of both staves.

This contradicts the wording in the patch notes.
