I disagree. Mechanics and Game knowledge are not mutually exclusive. I personally create builds that exploit my knowledge of the various system, so that I have MORE fun with the mechanics.

Last league was a perfect example of this. I literally played meta Lightning Arrow, but intentionally didn't' use the rhoa mount. That mount made the game boring in the mechanical sense. I understood it. I didn't use it because it wasn't fun.

If by mechanical skill you mean basic character movement, then yes poe2 requires you to sometimes dodge stuff.
As far as complexity goes this is really rudimentary stuff and the game is easier to break through character power than poe1 (mainly due to being unfinished and having an order of magnitude less systems).

Hence the balance is still 0.1 mechanics and 0.9 items + build. This is literally the same game, just repacked; it baffles me that people cannot see this.
