Siphoning strike does not work as strike skill

Hello! I'd like to report a bug regarding Siphoning strike skill in PoE2.

I am playing Monk with Hallow Palm Technique. Some skills, like Mantra of destruction, requires me to build up combo points using Strike Skills. However, I cannot build up those combo points with Siphoning strike although it specifically has „Strike" tag. The power charge generation works just fine for me.

On the other hand, I can build those combo points with skill Killing palm, which is mechanically and visually simillar to Siphoning strike.

I am not entirely sure if this is intentional or I am simply missing some important mechanic behind that skill. To me, it looks as a bug. I would most welcome if you could look into that matter.
