GGG being owned by a chinese company which are more in favour of real money trades is showing up to be the case more so.
They will never admit to it of course.
But when you remove other builds from the equation and make 1 or 2 builds the strongest then you can have mass production of items for those builds and can then target farm production of crafting materials just for those builds to then consume the vast majority of the mirror services which are then monopolized by the real money trading platforms.
GGG will not stop this type of activity because they are now owned by a comany that monetizes the selling of these currencies to get ahead in the season.
The real reason for slowing the game down and "meaningful combat" is to motivate people to buy their speed in a game.
The game generates far more income from selling the in game currencies.
This effectively means the company is printing it's own money with people who play the game for free who then trade the monetizing items to groups who facilitate real money trades. Those resources are funneled to a few of these groups and then those resources are sold to the casual players looking to get ahead.
This has been around for a while now. More prodominant in the Chinese gaming industry. 10 cent was buying a client base to then sell more game currencies to. This is what more traditional businesses do as well for eg. a window company would buy out another smaller window company to acquire the small business client lists which enable the larger company to then have a larger client list to sell their products to. This is often cheaper then to market over 5 years to get more clients when it's easier to use the small company's name as a trust factor to get new clients to buy more products from the bigger company.
The previous owners like Chris and John no longer own any stake in their company.
They sold their stake in this game a while back. Hence this new game direction. And all decisions are made with making profit buy selling in game currencies for real money as that is the objectives of the chinese gaming industry. Chris likely left because he did not want to to have their company move in that direction. However unfortunetly Chris sold majority share making 10 cent majority stake holder and thus 10 cent and it's board of directors decide how this game is developed. John is at this point just a public relations guy who's responsible for dealing with the public and their back lash. John has no control over what direction 10 cent will decide to take path of exile to. And when it comes to making a profitable business, selling in game currency for real money is a big money maker.
So it is no surprise when say Beira's with some decent power gets cut down so as to make sure the popularity remains in builds that make the most money.
Hence why we see lightning javelin untouched, which is a very obviously over powered ability with over 50% of the player base playing.

It's a cute sounding idea. but really John is just trying to get people on board with this idea so as to get more clients to stay playing the game so as to trade in game currencies to the money trading platforms.
I know this sounds very much like a conspiracy. But this is just a business selling a product.

And I do a ton of dealings with the Chinese. I know them as a business people. 10 cent was buying GGG to get clients then can sell in game currency to.
This is why path of exile 1 has been abandoned and all development resources were moved to path of exile 2. John made his rehearsed announcements. I know when bullshit is being fed to someone so that it makes them feel okay. I enjoyed this game while it lasted. But when I sit down to play a build, and then GGG takes away the function of the build that's just annoying.
That's like sitting down to play a game like smash brother's and you pick falco, but the next time play falco, they made him as slow as Bowser. You would certainly say wtf happened to this character!? Right?
if you don't get the above reference I apologise. the point being made is when a build feels fun. any change that removes it from being fun is a dick move. People don't play this game to have a chore to do. They want to play a game. What is the purpose of a game? I would think is to have fun, would be priority number 1 where priority number 1 for a gaming company is to make money, not fun.
