Update on Lightning Bolt option.

In this state Tier 3 Xesth looked about the same as your Tier 4. And Tier 4 took me about 2-3 minutes and I was forced to dodge and run around.
T16 map's, Trial's bosses aren't a problem at all, enough dps to avoid interactions with any attacks. I use Electrocution on Orbs too be sure, and it makes mapping even less dangerous and comfortable. So, not saying it's better then using Arc, but it's definitely an option.

Mana Tempest shouldn’t work with Lighting Bolt without Arch Mage. I didn’t expect it to work. But, I think it does. Dps in gem panel goes from 18k to 30k for me. And it feels that way in gameplay.
It still works in 0.2.0g but it's obviously a bug that we can expect to be fixed in later updates.
Not sure why you aren't using archmage since you have no manacost on LB.

I've been using this build after being bored by frost chronomancer. Its pretty fun! I like the combo, bossing is still tricky as I'm in fairly early mapping. I'm using mana remnants to help with the mana while I get better gear, I've not been able to get more than 1k mana yet.

I'm using a similar build using Quicksand Hourglass and cast speed nodes (like Overzealous, which has no downside in this build). I can cast a bolt about every .2 seconds and use spell cascade for mapping. Paired with MoM for a huge defensive layer and it's honestly one of the best off-meta builds I've played. No boss damage problems with 14s Time Freeze, not really many tank problems with Temporal Rift, and it's super cheap to build both in equipment costs AND skill points.
Passives are basically all the elemental damage, penetration, and cast speed nodes - and then you have enough left over to get ES nodes, CI (if you like) and either go Slow Aura or mana Recoup...I haven't quite decided which I like better yet.
I know this is a Chrono post - but alternatively, if you like this build you should really look into using Living Bomb on a Titan. Without question the best mapping build I've played yet in PoE2.

Added the Simulacrum tier 4 video to the original post. First tried both t3 and t4 after the 0.2.0g nerfs. I reached tier 3 in 0.2.0f.

It makes LB not free anymore, and +100 spirit is too expensive to get. I don't want to lose Conductivity as the second curse in Blasphemy, I prefer it to be automated.
By the way, I finally made a POB2 with DPS actually representative of in-game stuff, which is tricky because it's a combination of 3 skills, triggering Orbs Of Storms, Mana Tempest is bugged, and so on. With every buff working, best-case scenario, I have 346k.
Using your POB and similar tactics, I see 261k. Without Sigil of Power. I can use it in WS2 for hard bosses if i want to. Not the same, because I will be losing Shield for longer Time Freeze, but let's talk strictly DPS and leave SoP out for both of us, because it's a pain in the ass to calculate. The only option in configuration that I am not sure about is "Effect of shock (if not maximum)", considering that I have zero investments in shock, might be a difference there.
So I am using Orbs as a primary source of damage and LB as a trigger and secondary source. While you are using Arc for damage and Orbs mostly for support. And according to my math, I might have more damage with fewer buttons pressed. I am going full dps with zero interruptions against frozen enemies because I don't spend mana. Where am I wrong? What am I missing?

And your build is great. It helped keep my build going several times, I am realy grateful. It's not an argument; it's a discussion.
Outside of dps question, I added movement speed, more movement speed with cooldown investment for Blink on weapon swap. That's a real option for your build as well instead of extended Time Freeze, which isn't needed most of the time. Just use cooldown unique shield instead of skill duration shield. It requires sacrificing some damage/ES, but nothing crazy.

And using Convalescence in WS2 is basically +30 free spirit for it. Cause it's used in intense situations, I am not sure, but I feel there isn't even weapon swap time x2 penalty when using it in combat.

Yeah, I ended up with the same options and same thoughts. Just then switched Time Freeze duration for all kinds of movement speed investments. Second Wind support does the same job, if needed for "free".
I tried Living Bomb on a Titan in 0.1. It was good. I abandoned it simply because at that point I didn't play POE long enough to not have more fun with "bonk" build, which was twice slower.

I never used PoB but it probably doesn't simulate the correct rotation/combo that I use. Quick Cross-multiplication with the 32M health of xesth T4 in 60 seconds gives around 550k real DPS against 75% resistance bosses (around 1M DPS when completly free DPS in the first 15seconds). Yours seems to be around 250k if you do it in 120 seconds.
DPS difference is mainly due to:
Sigil of Power is definitly more significant in my build because I can get the 4 stacks in around 4 seconds so it's basically a constant x1.5 to my DPS.
Shock is also a huge damage boost in my build since it gives the basic 20x1,75(magnitude)=35% damage boost plus the 60% increased damaged with hits against ennemys affected by elemental ailments from the Exploit the Elements branch.
Orb of storm also applies exposure when it shocks in my build so another constant x1.25 damage boost. Arc's quality is also a constant x1.2 on single target.
