I also experienced this issue a lot - but then!... Someone told me that it's not actually a bug, it happens when you have fired our twisters through a whirling slash of say 1 or 2 stack, and as they are bouncing around they can go back through a new whirling slash and consume its stacks! Which I think is working as intended. The only way to avoid this is to make sure you're always casting twister on a fully stacked whirling slash.
