I'm also having the same issue.
I've created a thread about another bug about Whirlwind Lance (and Tornadoes in general) as well: https://www.pathofexile.com/forum/view-thread/3755325 There's an issue with Stage3 Tornadoes not being able to trigger Whirlwind Lance whirlwinds at all. |
