POE 2: Arcane Surge cast speed not being applied

found this thread after alt+F4 and blindly typing "path of exile 2 extremely sluggish cast speed doesn't help" in Google while the HDD catches up. I hope it's fixed, it's painful all around being a caster, I find myself wanting to queue up spells by holding the key until the char lazily gets around to actually casting but end up holding down ALL keys shortly into skirmish.
