Unable to use attack skills

Happened in Citadel.. suddenly i was completely unable to attack, tried to get out using a portal, i couldn't open it.. Tried running back and i got stuck between mobs eventually overwhelmed and killed. Couldn't dodge or get it to start attacking again.
