Am I correct in my understanding that while dual-wielding Cospri's (one for debuffs, another for Ice Nova + Frostbolt), we require both 14% CDR and <= 15.14 Attacks per Second (character sheet) with all buffs? So, I assume the numbers in PoB are doubled for dual-wield, and that the threshold is <= 15.14. But I'm not sure how to get more. Also I think I need accuracy too so should I swap my rings?
