Can SPoK taunt enemies? Meaning when Phantasm hit something that those targets will be occupied with Phantasm and not player? Herald of Agony seem to be able to make some bosses more occupied with minion (crawler) instead of player.

I don't think there are any ways to give minions taunt on spell hit, just on attack hit. Phantasms do bodyblock and generally get in the way of things and take some damage away from you in that way.
