Is this build playable with just the HH, or is Zerphi's mandatory for it to feel decent?

How bad is this with just 2 inspired learnings? or maybe even 3?

" It should be ok ive been speccing a scion for ele hit which is easy to go occultist as ascendancy. You also get epic flask duration so something like poets pen which doesn't need mana could be used with soulthirst for very poor man version. |

I have done all the requirements for the BD, but the HH buff still 20sec, i did all the thing as the POBsaid.
can any one help me ? all the unique item, HH, and the tree ,the curses. the HH buff still 20seconds |
