You need the mob to be alive so you can capture them. It is easy to control hp's mob with self-cast skill but it is much harder ( or even impossible ) with the spectre.
Just like Vorci's keep target low health mission.

No, they just normalize attacks. Attack faster, deal less damage -> about the same end-result, just more responsive, maybe very slight increase in clearspeed for attack-based minions(so 0.00001% of summoners).

That's not what they mean. They mean they will start doing less damage but scale better. This means they will be worse up front and be better (or the same) once your fully geared.

I worry this league will be unnecro friendly for the mechanics. Its sad we are hoping the beasts have a lot of hit points. If not its a minion dead league.

That's not what's being said, you're simply making things up here.
They are making minions' base attacks faster, so they are smoother when switching between targets and have less downtime(long overdue), and as such they normalize their base dmg, so in the end they will do about the same damage output, just more responsive overall.

I just thought about rerolling specter build as my "second in the row" starter league but I might decide to put it on hold at this stage.

I think I will forget the beasts, run maps, and let them build the equipment for me to buy.
I ran zombies last time who did ok until t14+ . Now they are buffed so will use them again.
