Since last I checked you don't either. 3% leech won't save you from anything 1% leech(on bosses) with 50% more damage won't. Stop spreading missinformation here please. I'm using Life Leech + AOE for map clearing and swap in Conc Effect for bosses. With 7 power charges, 6 endurance charges and a lvl 20 discharge its more than enough damage.
