Can finally confirm you can indeed get uniques with a required level higher than the item level (the new chain belt aside).
just dropped from Brutus in normal. It's ilvl 12 |

the new axe needs to be put in the 1h section of the unique axes.
Currently it still shows N/A “Demons run when a good man goes to war"

It's 10. The sword I linked has an item level of 12 and required level of 14.
