I was under the impression in was only relevant for items with multiple variants, but it may have to do with build enabling versus statsticks.

for instance it might become easier to get Thousand ribbons when chancing a simple robe but it's harder to get a Tabula for instance. The same in case they introduce a new glorious plate.

edit: yes, because all uniques have to be game changing or build making. Nobody thinks of uniques any more than as stat sticks.
