Does anyone know what is the item level of Meginord's Girdle and Kaom's Heart?

The itemlevel depends on where you find it. The base item can always be turned into a unique version no matter its itemlevel.

This is not entirely true. The /itemlevel of dropped items depends on the rarity of the monster that dropped the item. If you kill a Rare/Unique monster, the ilvl will be 2 levels ABOVE the zone level. The easiest way to test this is to pick up items you find in Normal Twilight Strand. All items will be ilvl 1 EXCEPT for items picked up from Hillock which will be ilvl 3.

There is no confirmation yet that items with an ilvl BELOW their req lvl can become uniques. What we need is a screenshot of a unique item on the cursor with /itemlevel typed into chat that shows the ilvl is actually below the req level. The easiest way to do this would be to get a very low ilvl Sapphire Ring and Chance it into Dream Fragments.

So in theory, I can find any unique, anywhere, assuming that it is above the required level to equip?

Even more physical damage% on this one :P

• Random Drops - Unique items can be found as random drops just the same as any other item. Normal monsters drop items with an /itemlevel equal to the zone level, Magic monsters drop items with /itemlevel at zone level +1, Rare/Unique monsters drop items with /itemlevel at zone level +2.
  For example: If a unique item requires lvl 50 to equip that means it can be dropped by all monsters in lvl 50 zones or higher, dropped by Magic monsters and above in lvl 49 zones, and dropped by Rare or Unique monsters in lvl 48 zones.

This means that if you're looking for Kaom's Heart, or Glorious Plates to craft with, you can try searching in:

Lvl 66 Maps from Rare/Unique Monsters

I do not know what the max Vendor Level in Act 3 Merciless is, so I cannot confirm if you can buy Glorious Plates in Act 3 nor what ilvl they would be.

See, I had even looked for this and overlooked this example. Are there others? Dream Fragments requires level 11 but Sapphire Rings can be dropped and worn as early as level 10. This could potentially (albeit so rarely it's probably not enough of a case to worry about) throw off statistics in the Orb of Chance log I started.

Sapphire Rings with an ilvl of 2 can be obtained from the vendor via the Resist Ring recipe. Currently, I have an ilvl 5 Sapphire Ring that I've been Chancing + Scouring with absolutely no luck. I've also run out of Scourings so it'll be a while before I can continue my research.

I imagine you could also acquire low ilvl Onyx Amulets through the Vendor Recipe as well.
