Well,
damage (at least for me) is down aroud 11% with 7 power charges after the patch, but the 500 ms cooldown means bosses and any though rares that take more than 1 or 2 hits are quite slower to kill, having just 2 discharge casts per sec. Another big issue that comes from the 500 ms cooldown is the leech, which is a lot less consistent. It's playable but probably not such a strong choice for bosses, probably even less against the new ones...
