Orb of Chance

is this Orb of Chance have a chance to change a normal item to legendary?

Legendary isn't a classification in PoE.

If you're talking about unique items, then there is a small chance, but ONLY if there exists a unique item for that base type. For example, if you use it on a Bone Bow, you have 0% chance of getting a unique item since there are no unique Bone Bows.

ok thats explain much, but how did u know bone arrow doesnt have unique and the others have or not? did the PoE website have the list of rare, unique item list?

It will change a normal item to a magic, rare, or unique. It's all luck.

There's a sticky in Beta Discussion listing known unique items. There are a few undiscovered ones though, so I suppose there could technically be a unique bone bow (though I doubt it).
