CI + Pain Attunement

Does pain attunement (30% more damage when low on life) count your energy shield as life for CI characters? I assume these passives should work together resulting in a constant 30% increased damage and was wondering why I didn't see builds that go for CI taking PA as well.
PA works by percentage of life.

You can never have a percentage of 1 life.

oh ok I thought I remembered my witch's hp being listed as 1/250 hp but I was mistaken.
What does CI stand for?! Everyone loves dropping acronyms and never mention once what it is. Im trying to build a witch as well, but have no clue what CI is.
CI = chaos innoculation, it is a keystone in the passive tree, 50% more energy shield + chaos damage immunity but 1 max life.
When you got CI you have 100% life or 0% (dead), so you can use for example the melee damage on full life support gem because the 1hp counts as full life.

You can actually use pain attuenemt with CI, when u are dead you have 0% life wich is less than 30%, so when you are dead pain attunement will be active but it's not so practical.

Thank you for clarifying that. How realistic is having 1 max hp in such a fast paced action RPG? Im curious of the survivability. Granted, the 50% shield bonus is very helpful, but what about facing super strong, super fast mobs in tight spaces?

"Low life" is a standard term within the game used consistently in all cases to mean that your life is lower than 35% of it's maximum value.
If you have only 1 maximum life, then the only way to have less than 35% is to be dead. So you can't be on low life and still alive if you have Chaos Inoculation.

Does Chaos Inoculation work with Pain Attunement? Yes. Spell damage you deal while dead (and thus on low life) will theoretically get the Pain Attunemnt Bonus. Dealing damage while dead is left as an exercise for the reader.
