Cast on critical Missing socketed skill on weapon set 1

Exactly as title describes why can i use it with weapon set 2 and not weapon set 1 only after trying to move an upgraded comet into the cast on critical gem. Now the cast on critical does not work with weapon set 1 at all forcing me to rework my weapon sets in my passive tree for weapon set 2 to be my main set. How are we on 0.4 and this is still a problem guys?
