Dodge roll/Getup/Skill speed/Action speed BUG!

I'm not sure what causes it to happen. But now and again all the things mentioned in the title are slowed by about 50%. You can't fix it unless you go to a new instance or character select/log out and then back into the game. Any chance this could get looked into please? It slows your character down in every aspect except the run/sprint speed. Edit: I do have a clip showing the issue if needed.
