Aura on second set does not activate when playing with controller

When I activate an aura on my second set it does not work. For example I currently have the Herald_of_Thunder on my first set and Mirage_Archer on my second set, however when I change to set 2 the popup for Mirage_Archer does not appear.

These interactions work completely fine using mouse and keyboard and swapping with x keybind which is the swap weapon set.
