No skill points reward from Act 4 and Interlude

Hi,
I went back playing a very old character (created when PoE2 had just 3 acts).
Character is level 75 and reached endgame a long time ago (again, act 4 was not in the game at the time).
I reset the passive tree and decided to run act 4 and interlude to get the additional passive points. But the quests to get them do not give any reward: for example, I completed Dark Mists quest in Act 4 and killed The Dread Warden in Interlude, but I did not receive any passive points (no book as a reward when I talked to quest givers).
In Interlude 2 I received +5% max life from the Molten One but again no passive points from Risu after killing Akthi and Anundr.

In the passive tree window I have 13 points for Weapon Set I and 15 for Weapon set II. I have only Weapon Set I equipped, and I can allocate 2 points for Weapon Set II, which I suppose are quite useless.



I did some research about this but did not find anything

This is by design or is bug?
