Disengage isn't invoked on holding parry when held during the cooldown

Repro:
1. Hold parry (RMB in my case) and keep held for all repro steps
2. Hit disengage and release the skill key
3. Wait till about 25-50% of cooldown left
4. Hold disengage
5. Wait till cooldown ends

Expected: disengage invoked as soon as cooldown ends

Actual: disengage is not invoked

Note: it seems that there's a window in the cooldown when this happens. Holding the disengage too early or too late doesn't repro the bug.
