Moment of Vulnerability duration inconsistent

Default Freeze duration is 4 seconds and yet when I use Moment of Vulnerability on a Primed for Freeze it ends quicker than 4 seconds AND/OR ends abruptly when dealt any damage.

If its not a bug then I hope it gets buffed because it barely helps with dps with such a short window.
