settings reset every launch

initially it was my filters that randomly, mid map, decided to break so I tried restarting my game to see if that would fix it. now every time I open my game, im blasted with the sounds of 18 mega ton bombs and 47 orchestras, along with the need to reset all my graphic settings to actually get frames on this game
