High velocity rounds feedback

In patch 0.3 High velocity rounds was changed to deal much less damage per hit but apply a debuff that grants added physical damage equal to 5% of the hit damage of HVR.
This change limited the options for crossbow builds that want to do ailment bleed or poison damage. The best option seems to just go bloodmage and use plasma blast now which is the highest damage skill for the weapon.

Increasing the hit damage of HVR to the pre nerf level and lowering the magnitude of the debuff that is inflicted proportionally would allow for crossbow users to have more options for bleed/poison builds by either utilising the direct hit of HVR or building around the debuff.
