Fractured mod being removed/transferred on jewels

I thought fractured modifiers were permanent on an item. My corrupted jewel's fractured modifier got removed and it transferred to another modifier on corruption. That has to be a bug right?

I also heard this is a bug in PoE1 in 2022 done in similar circumstances (corrupting a jewel with a fractured mod).
