Self Sacrificing notable inconsistently affects Sacrifice skill

Self Sacrificing (a Paths Not Taken oracle notable) grants 40% increased reservation efficiency of minion skills, but in most cases Sacrifice only receives the downside despite being a minion skill. Respeccing out of the notable, changing areas, then reallocating it can temporarily fix it, but going to a new area then breaks it again.
