Is it me or is there no way to search for "NOT" mods and yes mods at the same time? In other words if I dont want said mod on an item but at the same time I want to search for other mods that ARE on the item?

Try to use count. It works exactly as you described.
For me I'm missing so much "Tier" function. |

It seems to work just fine - could you elaborate on the exact search you'd like to conduct?
e.g. "Fire, Cold, Lightning Resistance good - Chaos Resist bad" is this;  Having spent thousands of euros on Path of Exile over the years, I will not be further supporting it financially until and unless GGG resumes offering Technical Support.
