Better Citadel Seeds

I have ran several hundred maps and have been given 0 Citadels. I've googled this issue and have tried many "solutions", which are mostly just guesswork theories, to no avail. There needs to be a form of failsafe to spawn these Citadels eventually.

I don't believe this is a bug but rather a product of pure RNG but there seriously needs to be a failsafe to prevent this desert of an Atlas that I have.
