Cannot interact with Vaal Temple Console

Cannot interact with the console in Vaal Temple at all. So cannot build temple map or anything. Also no npc like Alva and Doriyani is present in the area. Infact the vaal temple is in non-upgraded version i.e. Vaal Ruins even after completing Act 3, currently I am in Act 4.

Problem solved itself automatically once I got 6 more crystals.
