[Suggestion] Implement "Legacy Gem Vendor NPC" for Gold Purchases

GGG should introduce a "Legacy Gem Vendor NPC" to sell Uncut Support Gems for gold. To keep quest rewards and random drops impactful, this vendor only offers Uncut Support Gems from Previous Act. Therefore, this vendor is available from Act 2 onwards.

For example, say you're in Act 2, this vendor will sell you tier 1 supports. This ensures players have access to basic fundamental building blocks for their build during the campaign. Thoughts?
