Synthflesh Lab is not connecting to Garrison

Anyone else having the same problem? My Synthflesh Lab won't connect to my Garrison even though I don't have any Commander/Spymaster on my second chain.

I also tried to put Commander > Garrison > Synthflesh, but Synthflesh won't connect.

Am I missing some rules here, or is this a bug?

The Synthflesh Lab won't connect to a Garrison in Path of Exile 2 because the Garrison needs to be Level 1 for the Lab to upgrade it to a Transcendent Barracks

Well that just sucks, I wouldn't have place the Garrison if that damn tooltip said it only connected to a "Tier 1" room...

Should at least be able to connect them still, just don't apply the Tier upgrade....ffs
