Weapon set issues with bulker and possibly shield

I attempted to allocate my weapon set 2 points to increase parry magnitude for my buckler but, they wouldn't apply any increases if I had the buckler set to "share weapon sets" in the inventory screen. I even made sure i had the right weapon set skill on my hot bar but, the increases still didn't apply. Also the parry skill doesn't give the option to select which weapon set to use in the assign skill screen like other skills.
