Disciple of Varashta - Djinn commands on massive cooldown after dying in Delirium

During T2 delirium, I died and on respawn all my Djinn command skills were on a massive cooldown. The cooldown was like 4X what the typical command skill cooldown would be. Even when my first charge returned, the cooldown remained extremely long. I died again, and on the second revive, the same exact experience remained. If this is intentional, this makes no sense at all for builds which cooldowns or command skills are the majority of one's damage.
