Logbook Expedition Chests not Modified in Underground Areas

I noticed that the modifiers destroyed from the Remnants in an Expedition Logbook doesn't seem to be applied to the excavated chests in the unlockable underground areas. From my testing, these underground areas at the end of my explosion train only apply to the monsters and none of the chests.

I tested this by exploding quantity increase on chests w/ a bunch of monster modifiers added onto it, and have done this 10+ times.

My results shown that above-ground excavated chests with the same item quantity increase dropped 10+ runic splinters, while underground excavated chests consistently dropped 5-6 runic splinters. In on circumstance, I had +80% item quantity increase, with the above ground dropped 16-20 runic splinters, and the underground dropped 5 (the underground was at the end of the train so the modifiers should be applied).

I am unsure if this is a bug, or if the excavated chests underground have different rules applied to them or different loot table ranges. I could not measure any other chest besides artifact chests, but in my limited experience with waystone chests, they also do not get the quantity increase. This leads me to believe none of the chests actually receive the modifiers they should be.
