Persistent buffs wep set bug ?

So i have 3 Persistent buffs equipped : Herald of Plague , Withering Presence and Wind Dancer. I normally use Herald + Dancer and swap to Withering + Dancer for bosses. I just noticed that I forgot to swap from Wither to Herald but when I went to swap it, the tooltip said " Not usable with current weapon swap setting" ???? I need to click the arrow and manually select both weapon set boxes so it becomes usable. Same with Wind dancer. After that if i deactivate it by right clicking the skill the problem reoccurs ???
