Greater Rune of Nobility Does Not Work

Greater Rune of Nobility provides "10% reduced effect of Shock on You". Stacking this with an anointed Stormwalker Notable (40% reduced effect of Shock on You) and Allocated Electric Blood (50% reduced effect of Shock no You) should always result in a 0% magnitude Shock on the player. However, in practice this doesn't happen.

Currently, I have a Thunderstorm with Shock Conduction II & Overcharge, which results in shocking enemies with 50% increased magnitude, but it reflects back to me. I apply a 45% shock, which results in my character having a 4% shock. Additionally, if I stand on shocked ground from a Waystone modifier, I have a 2% shock--again, should be 0%.

If I have the small passive note in front of Stormwalker (also 10% reduced effect), then I have a 0% shock on my character in both scenarios.
