Some bosses can't be frozen(show 99%)

Some bosses can't be frozen like for example in Marrow map also noticed in on titan. Ailment progress show 99% and when boss have 5% of life he became frozen - and for classes which relies on freeze it is a pain.

As a werewolf who pretty much NEEDS to freeze it is very anoying that pinnacle and "story" bosses are too large and sometimes locked in animation and unable to freeze so it ruins your whole build aswell as bosses having reduced duration on the freeze.
Im not sure they will ever change that, they dont like you being able to "lock down" bosses for whatever reason, pretty much making such builds useless for bossing but good for map clearing and farming
