Devour and Sacrifice do not allow skeletal warriors to be consumed

Title. All tags match (minion, persistent, reviving, corpses).
Scepter also bugged and unable to lock between weapon sets, but even with different talisman and scepter in offhand and stats meeting gem and spirit requirements on both, still unable to consume minions.

Also bugged out my herald of ash messing with the setups and now it cannot be used. At least I cant figure it out...
