Quarterstaff Buffs Stop Working After Shapeshifting Back to Human Form (Buff Icons Remain Active)

While in human form using a quarterstaff, gaining either Staggering Palm or Charged Staff Buff works correctly. However, if I then shapeshift into an animal and return to human form, the buff icons remain active in the top-left UI, but the buffs no longer function (no effect is applied). that also compltely locks me out of gaining a working buff until the bugged one expires

This issue only occurs after shapeshifting. Switching to any other non-transforming weapon and then back to the quarterstaff does not break the buffs, and they continue to function normally.
