Bug Report ID: #2010763544 -- Ruzhan's Brand consecutive casts out of sync/delayed

It seems like when the Command skill's Use Time is longer/slower than the Cast Time of Ruzhan's Brand itself, there's a significant delay before Ruzhan will cast the second consecutive Brand.

The delay doesn't happen after this second cast and all consecutive Brands appear to follow the skill's speed correctly, until Ruzhan returns to inactive state or uses another skill.


Some different speeds I was able to test are below

Delay is present:
- Command's Use Time: 0.4s
- Ruzhan's Brand Cast Time: 0.39s

Delay is not present:
- Command's Use Time: 0.4s
- Ruzhan's Brand Cast Time: 0.43s

Delay is not present:
- Command's Use Time: 0.37s
- Ruzhan's Brand Cast Time: 0.39s
